140.    Mr R J Tau (ANC-NC) to ask the Minister of Public Enterprises:

(1) Whether his department has any (a) measures and/or (b) strategies in place to stop the theft of copper cables and other cables and metal from Transnet depots, electrical substations and electricity transformers; if not, (i) why not and (ii) what steps does he intends taking in this regard; if so, (aa) to what extent have such measures or strategies proved to be successful and (bb) what are the further relevant details;

(2) Whether, in respect of cable and metal theft and with reference to the provisions of the Second-Hand Goods Act, Act 6 of 2009, his department has had any success (a) in recovering stolen goods and (b) to identify and trace perpetrators; if not, why not; if so, what are the relevant details?    CO755E

Reply:

(1)(a)(b)(i-ii)(aa-bb) The Department is in the process of forming an Inter-governmental Committee with the Departments of Justice and Constitutional Development, Mineral Resources, Trade and Industry and the Police to consider legislative amendments and find a solution to cable theft.
 
(2) (a) No.
(b) The Department has not identified or traced any perpetrators as this is the mandate of the security agencies.
