114.    Ms L Mabija (ANC-Limpopo) to ask the Minister of Public Enterprises:
Whether any project-based forums other than the Automotive Forum have been established between (a) the state-owned enterprises and (b) key-customer sectors; if not, what is the position in this regard; if so, what is the (i) purpose and/or (ii) function of each forum?

(a)    Yes, between Eskom and Transnet. 

(b)(i)(ii) The newly-established State-Owned Companies – Automotive Industry Competitiveness Forum (the Forum) has three key objectives:

  • To promote collaboration between State-Owned Companies (SOCS) reporting to the Department of Public Enterprises and the automotive industry to ensure that infrastructure capacity and service delivery enhances competitiveness and to enable increased investment in both infrastructure and in the cluster as a whole;
  • To send a clear signal to investors that SOCS will be responsive to their needs within sensible commercial constraints; and
  • To enable the identification of priority cluster infrastructure related projects that will be overseen by the Minister of Public Enterprises. 

The Forum is chaired by the Department of Public Enterprises (DPE) and has as its core members, DPE, SOCS (Eskom and Transnet) and the National Association of Automobile Manufacturers of South Africa (NAAMSA) and its affiliates. DPE acts as the facilitator of the partnership building process between the SOCS and the automotive industry and provides support for removing bottlenecks through mobilising broader Government resources. The Forum will meet on a quarterly basis with the purpose of identifying new interventions and tracking existing initiatives. It is envisaged that various focused sub-committees will be established to undertake interventions as and when they are defined.
